This toolkit is mainly aimed at governments, international agencies and NGOs who want to involve or consult with children in a meaningful way. It is designed to help create a participatory environment in which such children can express their views and take part in policy debates and discussions. It is not a detailed resource of participatory activities/exercises. It is about participatory debate and consultation rather than participatory learning.
